I'm not muh into complicated editing so take it with a grain of salt. Maybe consider artificial snow, the type where you add water and you get snow looking powder ?
Drop it on table with a uniform colour ground / background, like green paper, for easier editing. Maybe do a draft printout of your image and arrange the artificial snow on top just to get an idea how it may look ? You can control the lighting to you liking.
You would be able to arrange the snow powder however way you like and once done dry it and store for future projects.

I don't think I have seen this product, but of course things like this would exist for theatrical performances and graphic design etc..etc..
Well, then I did a google search and did come up with different kinds of snow powder. Many you could make yourself once you had the ingredients.
However, the one i really liked was this one... InstaSnow..
And Instasnow... looks fantastic. I can't believe I have not seen this before.. I think we did have snow in a can .....but not like this...

Now this would work if I had sprayed the leaves or the tree before I took the photo. Would save a lot of time too.
I was not sure of the second part of your instructions...
To take a photo of InstraSnow and then use it in Photoshop...would not be much different that taking a photo of real snow...which I have already. Which does not look too bad btw...
What I would like now is falling snow...flakes of it falling down.....I have some falling snow photos but as you know falling snow often blends into the background. I tried using it on this CE with many blend modes but was not successful.
The actions they work..but they do not look at all real.
I do thank you for pointing out the powder....as maybe I can use this in the future....for another scene..I love the idea...
PS..if someone has a good action for snow...or a plug in...can you let me know?
